Host Club 'Accounts Receivable' Used to Introduce Women to Sex Shops... Annual Sales Exceed 400 Million Yen... Arrested for Suspected Violation of Organized Crime Punishment Act
In an incident where an executive from a recruitment agency and a host were arrested for introducing female customers from a host club to sex shops to settle "accounts receivable," the Osaka Prefectural Police announced on the 18th that they had arrested four more men on suspicion of violating the Organized Crime Punishment Act.
The suspects are believed to have introduced at least 100 women to around 100 sex shops nationwide, generating approximately 450 million yen in annual sales.
Concealing Criminal Profits from Introducing Women to Sex Shops
The four newly arrested individuals are Kazuki Inoue (42), the representative of an esthetic business called "Bello" in Osaka's Higashinariku district, and three others. They were re-arrested after previously being detained for a different charge, alongside Daisuke Park (30), the CEO of the recruitment agency "BANDE."
According to the police, Inoue and the others are suspected of disguising approximately 3.23 million yen, which includes commissions from introducing women to sex shops, as legitimate business income. They are accused of having deposited this money into their financial accounts on eight occasions between mid-March and early October of last year.
Previously, in January, the Osaka Prefectural Police arrested five individuals, including Park and a 21-year-old host, for introducing a female customer from a host club to a sex shop in Hiroshima Prefecture on suspicion of violating the Employment Security Act.
Over 100 Women Introduced to Sex Shops Nationwide, Generating Around 450 Million Yen in Annual Sales
The women involved had unpaid "accounts receivable" (around 1 million yen) at the host club where the host worked, located in Osaka's Kita Ward. In order to settle the debts, they were introduced to sex shops.
The police suspect that Park's recruitment agency had introduced women to sex shops across Japan and received 10% to 20% of the money earned by the women from the shop. Investigations revealed that the seven suspects had been discussing sales reports and ways to deal with police crackdowns on social media. Specifically, Park's agency "BANDE" outsourced accounting work to Inoue's esthetic business "Bello." Even if one company was raided by the police, the other would handle collection tasks from sex shops.
The suspects used about 30 scouts to introduce over 100 women to around 100 sex shops nationwide, earning approximately 450 million yen in annual sales, according to the police.
When questioned by the police, the suspects reportedly said, "We will consult with our lawyer," and investigations into the money flow and the true nature of the organization are ongoing.

Okinawa’s Naha Soapland District Faces Crisis: Rising Underage Prostitution via Apps and Price Collapse In Okinawa, the only legally sanctioned adult entertainment district—Naha City’s Tsuji area—is struggling. Around 30 soaplands still operate there, but they are now facing increasing pressure from illegal men's esthetic services, which have been expanding even in areas where adult businesses are prohibited. However, according to local industry insiders, the main reason for the decline is not just competition from illegal establishments. Rise of Underage Prostitution via Apps A former worker from Tsuji explains: "With dating and matching apps, even minors can easily sell their bodies now. The adult industry in Okinawa has become a space where young people can enter freely. As a result, prices have collapsed—some services without intercourse go for as low as 3,000 yen, and even full-service transactions are happening for around 5,000 yen. This was unimaginable before. Buyers are also getting younger, with many in their 20s." Underage prostitution has long been an issue in Okinawa, but the way it operates has changed. In the past, the dominant form was called "En-Deli" (a type of illegal escort service with no physical storefront). The standard rates were 5,000 yen for non-sexual services and 10,000 yen for full-service encounters. In that system, adult intermediaries would manage underage girls and take a cut of their earnings. Now, thanks to apps and dating sites, young girls can directly connect with customers, bypassing intermediaries. This has further destabilized pricing and decreased demand for traditional soaplands. COVID-19’s Impact on the Decline of Tsuji's Soapland Business According to the former worker, the situation worsened significantly during the COVID-19 pandemic: "Before COVID-19, Tsuji’s soaplands were stable and profitable. On average, girls could earn between 300,000 to 400,000 yen per day, even after deducting about 100,000 yen in referral fees. Okinawa’s adult entertainment hubs used to be concentrated in places like Maehara’s social district and Koza Yoshiwara’s 'Blue Line,' but they were wiped out by police crackdowns and local efforts in 2011. After that, Tsuji experienced a golden age until the pandemic hit in 2020. However, the business shutdowns during COVID-19 significantly changed the landscape." The Future of Tsuji's Adult Industry The rise in underage prostitution and illegal men's esthetic services, combined with the fallout from COVID-19, has led to a drastic decline in customers for Tsuji’s soaplands. The industry now faces an uncertain future, as stricter regulations and enforcement may be necessary to restore stability.

Man Arrested for Operating Illegal Men's Esthetic Salon Offering Sexual Services in Sapporo On the 20th, a 35-year-old man operating a men's esthetic salon in Sapporo’s Chuo Ward—where adult entertainment businesses are legally prohibited—was arrested for allegedly running an establishment where female employees provided sexual services to male customers between June and September of this year. The suspect, a resident of Sapporo’s Higashi Ward, is accused of violating the Adult Entertainment Business Act. According to police, from June 6 to September 25, he operated men's esthetic salons at three locations, including Minami 5-jo Higashi 2-chome in Chuo Ward, where such businesses are not permitted by law. Anonymous Tip Leads to Investigation The case came to light after an anonymous tip was submitted to the police on March 25, reporting that a men’s esthetic salon was providing sexual services. Following an investigation, authorities arrested the man on November 20—approximately eight months after the initial tip. During questioning, the suspect denied the allegations, stating, "I told the employees not to engage in sexual acts or provide erotic services." The suspect was reportedly managing a total of five men's esthetic salons. Police are continuing their investigation to determine his motives, potential additional offenses, and further details surrounding the case.
