The suspect, Kenji Tsukida, an executive from a company in Ebetsu City, was taken into custody after complaints from neighbors about hearing women's moaning sounds coming from the adjacent room. On the 20th of last month, Tsukida was accused of violating local regulations that prohibit the operation of storefront-type adult businesses in Sapporo. He was allegedly operating a men's esthetic salon named "Elmo" in a room of an apartment located on Higashi 18-chome, Kita 17-jo, in the Higashi Ward. According to the police, residents of the apartment reported hearing moaning sounds from the neighboring unit, prompting them to alert law enforcement. Upon investigation, the police found evidence supporting the claims, leading to Tsukida's arrest. Tsukida admitted to the charges, stating that he had a vague awareness that sexual services were being offered within the premises. Authorities are also looking into the possibility of additional offenses, as Tsukida is believed to manage three other similar establishments in the Higashi Ward and two more in the Shiroishi Ward.
