Okinawa’s Naha Soapland District Faces Crisis: Rising Underage Prostitution via Apps and Price Collapse In Okinawa, the only legally sanctioned adult entertainment district—Naha City’s Tsuji area—is struggling. Around 30 soaplands still operate there, but they are now facing increasing pressure from illegal men's esthetic services, which have been expanding even in areas where adult businesses are prohibited. However, according to local industry insiders, the main reason for the decline is not just competition from illegal establishments. Rise of Underage Prostitution via Apps A former worker from Tsuji explains: "With dating and matching apps, even minors can easily sell their bodies now. The adult industry in Okinawa has become a space where young people can enter freely. As a result, prices have collapsed—some services without intercourse go for as low as 3,000 yen, and even full-service transactions are happening for around 5,000 yen. This was unimaginable before. Buyers are also getting younger, with many in their 20s." Underage prostitution has long been an issue in Okinawa, but the way it operates has changed. In the past, the dominant form was called "En-Deli" (a type of illegal escort service with no physical storefront). The standard rates were 5,000 yen for non-sexual services and 10,000 yen for full-service encounters. In that system, adult intermediaries would manage underage girls and take a cut of their earnings. Now, thanks to apps and dating sites, young girls can directly connect with customers, bypassing intermediaries. This has further destabilized pricing and decreased demand for traditional soaplands. COVID-19’s Impact on the Decline of Tsuji's Soapland Business According to the former worker, the situation worsened significantly during the COVID-19 pandemic: "Before COVID-19, Tsuji’s soaplands were stable and profitable. On average, girls could earn between 300,000 to 400,000 yen per day, even after deducting about 100,000 yen in referral fees. Okinawa’s adult entertainment hubs used to be concentrated in places like Maehara’s social district and Koza Yoshiwara’s 'Blue Line,' but they were wiped out by police crackdowns and local efforts in 2011. After that, Tsuji experienced a golden age until the pandemic hit in 2020. However, the business shutdowns during COVID-19 significantly changed the landscape." The Future of Tsuji's Adult Industry The rise in underage prostitution and illegal men's esthetic services, combined with the fallout from COVID-19, has led to a drastic decline in customers for Tsuji’s soaplands. The industry now faces an uncertain future, as stricter regulations and enforcement may be necessary to restore stability.
