The men arrested on suspicion of violating the Public Morals Law (operating in a prohibited area) are a 28-year-old man from Niigata City's Chūō Ward, who runs a men's esthetic business, and a 26-year-old man from Niigata City's Nishi Ward, who owns a massage shop.

When questioned by the police, the 28-year-old men's esthetic business owner admitted to the charges, stating, "There is no mistake." Meanwhile, the 26-year-old former employee claimed, "It is true that I worked there, but I have already quit."
