**Title: Sapporo Men's Esthetic Business Owner Charged for Employing Underage Girls** On October 13, the Hokkaido Prefectural Police's Sapporo Kita Police Station announced that they have sent documents to the Sapporo District Public Prosecutors Office regarding a 25-year-old male owner and a 24-year-old female manager of a men's esthetic business located in the Kita Ward of Sapporo. They are being charged with violating labor standards laws, specifically concerning the employment of minors in hazardous and harmful work environments. The allegations state that between March and October of this year, the business employed three underage girls, including a 14-year-old middle school student, knowing that they were under 18 years of age. The girls were allegedly made to provide massages to male customers, which is classified as harmful work. Both the owner and the manager have reportedly admitted to the charges. According to the juvenile division of the Hokkaido Police, out of approximately 70 women employed at the establishment, several were under the age of 18. Since the business opened in February, it has generated approximately 5 million yen in revenue. While men's esthetic services are typically intended for relaxation and are not subject to regulations like the Entertainment Business Control Law, this particular establishment claimed to provide "no sexual services." However, the police identified the business as harmful due to the revealing clothing worn by the staff during customer interactions. Investigations are also looking into the possibility that illegal obscene acts were being tolerated at the establishment. In April, a report was made to the police by a guardian of one of the girls, stating that the girl had been approached by a customer with the intent of engaging in obscene behavior.

**Title: Arrest of Organized Crime Members for Operating Unlicensed Adult Entertainment Establishments in Iwate** In Iwate Prefecture, members of organized crime groups have been arrested for running adult entertainment businesses without proper notifications to authorities. On June 6, three individuals, including a 28-year-old man identified as Hiroshi Kato and a 32-year-old man named Hitoshi Kabazawa, were taken into custody for operating an unlicensed adult entertainment establishment in Morioka City. The arrests stem from allegations of violating the Adult Entertainment Business Law. Kato and Kabazawa, both associated with the Yamaguchi-gumi, a designated organized crime group, allegedly conspired to manage an adult entertainment business without filing the necessary paperwork with the Public Safety Commission. They are suspected of using the name of a business operated by Wataru Herai, a 43-year-old company executive from Morioka City, to run their establishment from April 7 to July 21 of this year. According to police reports, Kato and Kabazawa were aware of the legal requirements and still chose to operate without proper registration. Additionally, Herai is suspected of knowingly allowing his business name to be used for unlicensed operations. In a previous incident last month, Kato and Kabazawa were arrested for allegedly recruiting women for this adult entertainment business, which also led to charges of violating the Employment Security Law. However, no financial transactions were reported between the three suspects, prompting police to investigate the motivations behind their actions. Authorities are also looking into potential additional charges, as it is believed that Kato and Kabazawa have been managing the establishment since last year. The investigation continues as police delve into the operations of these unlicensed businesses and their connections to organized crime in the region.

According to the police, all three suspects deny the charges, claiming they were merely providing massages.
